Bilingualism
Oxford dictionary defined this term as (I) The ability to speak two languages (ii) The
frequent use (as by a community) of two languages
(iii) The political or institutional recognition of two languages. so we can say that bilingual or multilingual is a person who can speak two or more languages with equal or less, proficiency and a society is called bilingual or multilingual if the people there do speak more than one language. Experts have defined bilingualism as under:

optimally’
In
light of the above we can say that bilingualism is the mastery of two
languages. A person is bilingual if he or she knows two languages; a document
or message is bilingual if it is presented in two languages.
